The AKF Flying Dragons were previously know as the Lake Geneva Flying Dragons, founded in 1969 by Mr. Scott Bartels. Mr. Bartels was an officer with the Lake Geneva police department and began instructing at the Lake Geneva YMCA.

At that time, the Lake Geneva Flying Dragons were affiliated with the American TaeKwonDo Federation. Mr. Bartels was the regional coordinator for that organization. In 1973, he started his first county-wide police karate program. Two years later, Mr. Bartels published a handbook on Police Karate with Mr. Royal West. Mr. West took over the Lake Geneva Flying Dragons in 1976. In 1979, the Flying Dragons became affiliated with the American Kyuki-Do Federation.
